[theme-reviewers] Expanding the theme uploader checker

Just thought I'd add an update here:

Ive decided it would make more sense to adopt Otto's API here, and use
it for 'theme-check'.
Hopefully be a test version soon but i am not getting much PC time, work
is very busy this time of year.
