I think it *is* semantics and if it can be misunderstood then it should be
clarified.

Personally I would consider the 'Guidlines' to be a collection of
'Requirements' and 'Recommendations'.

So, one only needs to talk about a specific requirement or a specific
recommendation, once the context of the theme guidelines have been
established. To talk about a 'required guideline' or a 'recommended
guideline' can be confusing (and is redundant).
