[theme-reviewers] Functions.php Worm

That, too. A huge chunk of the Review Queue over the past several
weeks/months has been repeat Tickets. The reviewers have had to process the
same Theme multiple times. Seeing a ticket only once (or twice) will
eliminate a huge burden.
