[theme-reviewers] Base64 Used to Encode Transparent Images?!? (Satish)

Since when is the uploader accepting themes using base64 encoding?
Uploader wouldn't allow me to upload the theme until i removed base64
encoding completely from the theme. Even commenting out dint help.

I had to remove the import/export feature of my theme because of this
restriction.
