[theme-reviewers] Vigilance - 1.5 fao joseph

I was about to checkout vigilance 1.50 so i had a look on wordpress.org to
see what the previous version was, to do a quick diff.
I noticed this version is already live. Why was there nothing posted here or
on the ticket? Are some themes just let through?
