[theme-reviewers] Variation themes

If it is simply changing a color here and there but overall it looks the
same I would mark it as "not-accepted", I believe the idea was discussed
briefly before in a message somewhere.

If the theme uses a good portion of the original but noticably changes the
layout and/or adds significant functionality then review it as "new"

I find more often than not the code gives away the origins, but the theme
author can still add significant design elements to provide merit enough to
including the theme in the repository.
