[theme-reviewers] Guidelines regarding Theme Names

I believe comments.php is required in the context of getting a theme
into the directory. If your theme doesn't have comments it wouldn't be
a requirement (you could actually get by with index.php and style.css)
-- but you need comments and therefore comments.php to get into the
directory.
