[theme-reviewers] Discussion on suspension of old themes in the extend/themes

Does suspension actually *remove* the Theme, or just make it publicly
unavailable?

If the latter, then I don't see a real concern. After all, not making
publicly available Themes that are woefully outdated is rather the point of
the exercise, isn't it?

Once the Theme developer updates/resubmits a new version of the Theme, it
can be reinstated, right?
