[wp-hackers] Plug In Specs, Best Practice, FAQs?

I could have sworn I had read a document somewhere that said something
about hte structure of a plugin, the comments on top, and all that!
Maybe it was an email, in any case I can't find it now. Following the
example set by "Hello Dolly", as far as structure is concerned should
be a good idea.
