The plan is to *finally* get 0.74 out the door by the end of this  
week and have the plugin page come out essentially at the same time.

The way the plugins page will work:

1. You sign up (there) to host a new plugin.
2. Your request gets approved.
3. You then have access to a piece of a centralized SVN repository  
where you'll upload your plugin.
4. It is then hosted for you (stats are kept and you'll be linked  
heavily from your plugin's page).
5. (Eventually) You'll be able to put up a widget on your site that  
will tie into the central site and allow people to rate, download  
(and maybe comment on) your plugin from your site (information to be  
stored on the central site).

I feel like that's the best of both worlds: centralized, one-stop  
shopping for users; convenience, juice and props for developers.
