[bbDev] Errors After User Deletion

the problem is that bbpress marks a user as deleted by changin the status..
when we try to fetch the user after that the user comes up null.. we check
for the user_status inconsistently.

we change the code to check for the user_status consistently all across. but
this will create problems for admin functions relating to the user.

if the only reason of deleting a user is to block the user from login. then
we can change the code to check for this in login and ignore the status
everywhere else.

what are the other restrictions on a deleted user?
