[bbDev] htaccess file for the base

the nightlies i downloaded and installed did not come with any htaccess file
for the base folder. as a result i have to run the forum without the rewrite
rules. any ideas how can i get the smart URIs back? as soon as i turn them
on, the forum becomes full of dead links...
