#1134: bbpress.org extend section should more clear about versions

There is a growing problem where people are installing my plugins on 1.0
because they are reading this in the extend section

"Requires bbPress Version: 0.9 or higher"

They assume because the words "or higher" are added that this means it's
 compatible with 1.0

However the plugin author is not responsible for that "higher" part, it's
 added by the plugin browser.

Can that be re-phrased for clarity?

 How about,
"Requires at least bbPress version: 0.9"

slightly more clear. Indicates a minimum version excluding lower, rather
than implying higher versions are covered.

I guess I need to do a mass update of the readme.txt files and remove the
"1.0 alpha" wording entirely it bothers me it will falsely bump all the
 plugins.
