 I just experienced a rather odd bug relating to file attachments.  This is
 running v0.9.0.3 of BBPress so may have been fixed in a more recent build.
 Moreover, I am unable to reproduce this behavior on a new post.  So...
 make of this what you will I guess.   Here's the recipe:
   * As an administrator, attach a ".tar.gz" file to a new post, and post
 it.
   * Logout/log back in as a normal Member.
   * Try to download the file.
   * ''"Download is restricted"'' error appears

 I was able to fix this error as follows:
   * Logout/log back in as the original adminstrator
   * Edit the post
   * Attach a 2nd, different file... this time a sample ".jpg" image
   * Delete the 2nd file attachment

 Now when you log out/back in as a normal member, the original attachment
 downloads just fine.
