 Create a XML-RPC based publishing API that allows for authenticated users
 to publish via XML-RPC calls.

 Scope includes:
  * Forums/Topics/Posts/Tags
   * Count
   * Get multiple
   * Get single
   * Create
   * Edit
   * Delete
   * Merge (tags only)
  * Options (limited)
   * Get
   * Set

 This should open up the way for many WordPress integration solutions.
 Perhaps even allowing us to drop support for deep WordPress integration
 (which may happen anyway).
