 I feel 1.0 should definitely have the "create new user" from the admin
 panel like WordPress has before it ships. Shouldn't it be fairly easy to
 port the interface from the WP codebase?

 ps. has the concept of users selecting their own password with the email
 just an activation been completely nixed? It's really a more modern way of
 doing things.
