 When trying to list all posts under a tag and the tag contains non-ascii
 characters, they are stripped.

 Example:
 http://bg.forums.wordpress.org/tags.php?tag=%d0%a1-
 redirects to http://bg.forums.wordpress.org/tags.php?tag=-

 The strange thing is that if you use capital hex letters in the encoded
 string it works: http://bg.forums.wordpress.org/tags.php?tag=%D0%A1-
