 Despite the XML specification that all XML processors must be able to read
 UTF-8, there seem to be processors that incorrectly manage UTF-8 document
 without explicit XML encoding declaration.

 Yahoo Pipes seems one of them. You can see a test pipe for Japanese
 WordPress.org forum here.

 UTF-8 document with explicit XML encoding declaration like WordPress shows
 is correctly managed in most cases, so I suggest the RSS template in
 default Kakumei theme have encoding declaration.
