Comment:

 I'm not sure what the bug is here.  What goes wrong with the current code?
 Are the headers malformed?  Is the from header not getting set?

 We can't send the admin_email. See #701.  Making up an email address is
 how many other software packages work, but perhaps we're not doing it in a
 robust enough way.
