Comment:

 The last char had to do with compatibility issues between different
 servers.  But there was a bug that kept it from doing anything :)

 I think both your method and mine are inadequate.  If people want to
 define custom theme and plrugin dirs, they'll just plain have to provide
 the custom urls alongside them.
