I've read some tickets about being able to lock a forum from posting etc.
I think this isn't about just "''locking a forum''", but being able to
define the forum's '''permissions'''. It is quite unacceptable not to be
able to define forum permissions in a forum application nowadays.

''The core includes all the necessary features'', aka user roles and
necessary functions to check the user's capabilities. All is needed is to
be able to set the '''minimum user role''' that can '''read''', '''add
topics''', '''write posts''' on a ''per-forum'' basis in the forum-edit
 screen inside the admin panel.

The permission verification can then be included in all functions that are
related to reading a forum or posting to it.

I would like to emphasize the fact that forum permissions should be
considered as core functionality only and not something that can be added
by a plugin. Everything should be built around permissions IMHO.
Unfortunately, this is how it is.
